Technology Plan Submission Dates

Technology plans are to be submitted to the CTAP Regional office by the date listed below:

  • Cycle A ~  September 16, 2011
  • Cycle B ~  November 18, 2011
  • Cycle C ~  March 9, 2012

Federal auditing requirements for E-Rate funds require school districts to complete their technology plan revisions before they file Form 470. In order to meet the E-Rate requirements for Form 470, it is recommended that districts submit their technology plans for state approval during either Cycle A or Cycle B.

The components of a district technology plan are comprehensive and require research, data collection, and dissemination to stakeholders. With that in mind, here are the major tasks that need to be completed and their approximate deadlines.

Stage One

  1. Begin to collect data to update your technology plan. This includes the EdTechProfile and survey answers regarding current use of technology in the classrooms.
  2. Review the benchmarks in Sections 3 and 4 from your existing plan and collect any data relating to their progress.
  3. The majority of Section 3 must be completed first. Because all other sections relate to your curricular objectives, it’s critical to get this section right. Please share any drafts with CTAP as you create them so we can help you stay on track.
  4. Collect the following data: district curriculum goals (superintendent’s goals, curriculum goals from your consolidated application, and other curriculum statements)
  5. Ask staff to complete the EdTechProfile Technology Assessment Profile Lite. This data source will provide ample information to complete Section 3B as well as ideas around which to frame your objectives in 3D and 4B.
  6. As your begin to write your plan, refer to our Technology Criteria Notes, on the Links and Resources page. This document outlines the major elements that need to be addressed in each section.
  7. Write section 3A, which describes technology access. This task can be delegated to one of your team members. If you’re a multi-school district, we suggest that you write separate paragraphs for elementary, middle, and high schools.
  8. When Section 3D is complete, you’ll have a better picture of the scope and sequence of technology skills that students must learn in each grade level in order to complete the curricular goals. While not required, you may want to have a team member create a scope and sequence by grade level and attach it as an appendix to your plan.
  9. Write Section 3E, which outlines where and when students will learn the specific technology skills in order for them to complete the activities. Your scope and sequence will be a big help here. Connection with stakeholders, especially teachers and site administrators, is important since you will be affecting the instructional day. Again, the key is to utilize technology as a tool to improve academic achievement.
  10. Encourage a critical mass of staff to take the EdTechProfile assessment <http://www.edtechprofile.org>. You’ll need the data to create your professional development activities. If only your tech savvy users take the survey, the results will be skewed. Many districts have utilized their EETT funds in order to get teachers from all ability levels to take the survey.
  11. Submit drafts to CTAP for review.

Stage Two

  1. Update your district technology inventory.
  2. Complete the remaining objectives in Section 3
  3. Again, encourage teachers to complete the EdTechProfile assessment.
  4. Proficiency Analysis Reports: From the EdTechProfile site, select “Proficiency Analysis Reports” from the My Reports menu. You may also want to download individual site charts to view differences between schools. By this date, you should also be able to download the specific numbers of staff members who are at level 1, 2, and 3 which should give you a better idea of how many teachers need basic skill instruction.  Paste the charts into section 4A and write a paragraph about their training needs by specific skill.
  5. Create professional development goals, Section 4B. Make sure your yearly training activities align with the curricular activities you outlined in 3D. For example, if fifth grade students are using Internet research in a school report in year one, have those teachers been trained in that skill?
  6. Share your professional development ideas with stakeholders, especially teachers and site and district administrators.
  7. Share your current draft with CTAP.

Stage Three

  1. Use data from your district technology inventory in Section 5B.
  2. Create estimates, by site, of the hardware, software, networking, plan modifications, and tech support needed to support the curricular and professional development goals. This is no small task, especially in larger districts.
  3. Write a summary of the infrastructure estimate for Section 5A. Depending on the size of your district, the infrastructure data could be placed in 5A or in the appendix.
  4. From the site analysis in #2, have your district technology coordinator begin to create cost estimates of the purchases and improvements needed during your 3-5 year plan. Estimates should be separated by year. (This task can be delegated while you work on other parts of the plan.)
  5. Review recommended purchases with district administrators and your business office for their input.
  6. Write section 6A, describing possible funding sources and the process for identifying future sources. (This task can be delegated earlier in the process.)
  7. Share a draft with CTAP

Stage Four

  1. Revise the plan as recommended by CTAP.
  2. Complete item #4 from last month for inclusion as Section 6B. Make sure cost estimates are by year.
  3. Write the remaining sections, including 6C (plan for obsolescence), and 6D (evaluation and feedback loop)
  4. Complete the evaluation components in Section 7, the adult literacy and research Sectiibs 8 and 9 - required by the Federal Government for EETT funding.
  5. Submit plan to CTAP for review.
  6. Make plan modifications, as recommended by CTAP.
  7. Submit your technology plan, in electronic form, to CTAP.
