The goal of this section is set goals and an implementation plan for students and teachers to learn to use information technology appropriately and ethically.

Then explain what resources teachers will use to teach students about appropriate and ethical use of information technology. I think we should say in 3f and g that the student goals are for all students (100%). I have seen a couple of plans come through with goals for less than 100%.
